Say for example you visit a website that was specially designed for most modern web browsers (MSIE 7, Gecko Based (Mozilla, Firefox, Netscape,...), Opera) and you are using a browser that is only one major version behind and that website requested that you upgrade your browser in order to proceed, would you upgrade to see the site?
The site would default to a text based version if browser requirements are not met which also works for Lynx and bots and mobile devices and to conform with accessibility standards and that is what you were greeted with when you were requested to upgrade.
Now let's assume that you had at least some interest in seeing the site. It's not like you got there by accident.
I will choose a best answer that includes reasons about your decision and a little depth into your view of the overall topic of "should sites be made to accommodate as many users as possible or should sites be created with design and latest technologies in mind".

I would definately upgrade. Who wants to stare at a bunch of words and no pics??? If I'm on that site obviously I want to see it!
I think it is very important for all sites to accommodate as many users as possible otherwise, they could lose business.
Latest technologies and design are equally important for the techies out there. I'm sure they give better graphics, faster abilities and more unique applications for your site.
However, the more people who see your site means more business. I think I'd try somewhere in between if that's possible. Some people may or may not understand the upgrade.
